President and CEO
Larry Parks is President and CEO of T.U. Parks Construction Company. He has served in this role since 1991 and has 41 years of construction experience. Mr. Parks is the third generation of Parks family management at T.U. Parks Construction Company. He is a graduate of Memphis State University and oversees all of the company’s operations. His experience in estimating and project management is vast, and has included such accounts as Siskin Steel, Standard Coosa Thatcher, and is currently the main representative for T.U. Parks in large private contracts. Larry has served on a multitude of boards throughout his past and is currently on the Board of the Caldsted Foundation, Tri State Carpenters Fringe Benefit Funds Trustee, Board of Directors for AGC of America and is chairman for the Our Lady of the Mount Catholic Churce Finance Committee
Executive Vice President
Arch (Archie) Willingham is Executive Vice President of T.U. Parks Construction Company and has served the company in residential construction, residential development, residential remodeling, and information technology for 27 years. Arch also is on the board with the Associated General Contractors (AGC) of East Tennessee and is an adjunt professor with the University of Tennessee at Chattanooga. Mr. Willingham is a graduate of Auburn University and continues to oversee and manage the residential construction operations for the company.
VP of Operations
Matthew O’Kelley is Vice President of Construction for T.U. Parks Construction and oversees all the Company’s commercial estimating and project management since 2007. He is a graduate of Georgia Southern University and continues to serve the Company after 14 years of service. He has 19 years of construction experience in commercial estimating and project management and has estimated and managed public and private schools, critical care facilities, office buildings, industrial buildings, multi-use Projects, religious facilities, and government facilities.
Zach Dilbeck joined the T.U. Parks team in 2008. Mr. Dilbeck brought with him 10+ years experience in the construction industry ranging from residential construction to commercial construction. He is a graduate of Georgia Southern University with a Bachelor of Science in Building Construction and Contracting including a minor in business.
Robert Parks began working with T.U. Parks in 2003 as a laborer and moved through the ranks into a carpenter position for multiple summers as he completed school. Today, he serves as a project manager for primarily healthcare work. Mr. Parks is the 4th generation of the family to grow up in the business. He is a graduate of Auburn University and has a bachelor of science in Building Science. He is a member of ASHE and serves as chairman of the Construction Leadership Council in Chattanooga.
Assistant Project Manager
Ed came onboard with T.U. Parks Construction Company in October 1999 and has been here every since. He is an outstanding asset to the company and dedicated to his job and peers. He will do whatever it takes to get the job done. Ed currently works as an assistant project manager but also helps with interaction and coordination between the PM's, superintendants, subs/suppliers and architects. When he is not at work, he enjoys spending time with his wife and being outdoors.
Assistant Project Manager
April came onboard with T.U. Parks Construction in early 2013 as an assistant project manager. She plays a major role in aiding all preconstruction and job start-up activities including writing sub-contracts, change orders, purchase orders and master owner contracts. She also makes sure on bid days all paperwork is complete and ready for the bid along with many other duties. April is married and has a son and a daughter. She has lived in the Chattanooga area all of her life. When she is not at work she enjoys spending time with her family and traveling anywhere that calls her name.
Accounting and Insurance
Bonnie brings with her 23 years experience in the accounting, clerical and contract administration aspects of the construction industry. She currently carries out the Accounts Payable tasks of the company along with verifying that all Subcontractors’ meet the insurance requirements set forth in their Master Agreement. Mrs. Gray also fosters healthy relationships with our subcontractors and vendors. She has 3 years' post-high school education through Chattanooga State Technical Community College.
Director of Safety
Steven Robert Perry is the Safety Director for T.U. Parks Construction. He is a 37 year old father of two and graduate of Auburn University. Steven has been with T.U. Parks for nine years, starting his career as a carpenter apprentice. After 6 years of gathering experience in the field, Steven took a position as our Safety Director and has been providing us with the diligence necessary to maintain our high safety standards. He enjoys safety because it allows him to utilize his communication skills as well as providing our men with a sense of wellbeing. Steve’s hard work and loyal service does not interfere with his love of nature, art, and music. He prioritizes his family and enjoys introducing his beautiful children to a variety of cultures.
Elaine Thomas has been with T.U. Parks Construction Company for over 19 years. She came with a background in sales, accounts receiveables and payables. Throughout her time with Parks, she has worked both onsite and in the corporate office. She is fluent in all aspects of construction including handling contracts, purchase orders, change orders and payroll for the company. When she is not at work, she enjoys reading and watching football.
